VIP benefits are continuous status rather than a claimed offer, so they generally apply alongside other promotions unless a specific offer states otherwise.
Should I aim for the highest tier?
No. Reaching a higher tier means staking more, which increases expected loss in proportion to the house edge. In most cases that cost exceeds the value of the additional benefits. A tier should be a by-product of ordinary play, not a target.
